Most people get it wrong. Here's the complete guide — and what to do when you can't DIY.
No. Full stop. Under Singapore's Environmental Public Health Act (EPHA) and HDB bylaws, placing any item — fridge, sofa, mattress, cardboard boxes — in common areas including void decks, corridors, staircases, or lift lobbies is an offence. This includes items left "temporarily" while waiting for a truck.
Town councils conduct regular inspections, and NEA enforcement officers patrol 24/7. If an item is traced to your unit (through neighbours, CCTV, or the item itself), the fine is issued to the flat owner — not the tenant — even if you're an agent managing the property.

The one exception: some town councils allow items to be placed at designated bulky waste collection points on specific days. But this requires pre-booking, only covers certain item types, and has no same-day availability.
The 72-hour rule nobody tells you
Even if you book town council collection, items cannot be placed in common areas until the day of collection. A booking confirmation does not authorise early placement. If your contractor is coming Monday and you cleared the flat Sunday, you have a problem.
